The Cabinet’s principals each has more than 40 years of experience in the public arena managing, investigating and tackling tough and critical local government matters and are well known for their professional integrity and hands on skills. 

In addition, each of The Cabinet’s affiliated consultants has at least 15 years of experience in the areas of public and government affairs, public relations and crisis management.

 

 

Leland C. Dolley, Partner 
Lee Dolley has more than 40 years of experience as an advisor to cities, public agencies and non-profit organizations that serve the interest of local government throughout Southern California, including the City of Alhambra, City of El Segundo, San Gabriel Valley Council of Governments, Independent Cities Association, Metropolitan Transportation Authority, Los Angeles County Prosecutors Association and many others. 

Prior to founding The Cabinet, Mr. Dolley was a senior partner in the firm of Burke, Williams & Sorenson, where he specialized in municipal laws on issues involving the Brown Act, conflicts of interest, election contest and ballot/proposition initiatives and referendums.  He has served as a city attorney, prosecutor and special counsel to public agencies.  He is a board member of the Los Angeles Economic Development Corporation and the San Gabriel Valley Economic Partnership.

 

George Tiffany, Partner
George Tiffany is a licensed professional investigator who has been involved in insurance, municipal law, real property and general civil law issues since 1959.  His experience includes locating and interpreting crucial information related to small government issues and he has been involved in investigating numerous inquiries and issues for California police and local municipalities on matters involving municipal law, real property and general civil law. 

Prior to joining The Cabinet, Mr. Tiffany was the principal and owner of Tiffany Investigations (1996-2008) and was a general partner in Hughes Investigation Agency (1969-1996).


Bob Welbourn, Partner
Bob Welbourn is a former councilman and mayor of the City of Palos Verdes Estates and has more than 35 years of experience on municipal issues.  During his tenure as councilman and mayor of Palos Verdes Estates, he served on various committees of the Independent Cities of Los Angeles County and the Los Angeles Chapter of the League of California Cities. 

His prior professional experience includes serving as a Deputy Probation Officer, Deputy District Attorney for Los Angeles County, and legislative advocate for the Automobile Club of Southern California and the Inter-Insurance Exchange of the Automobile Club of Southern California.
 

Prior to joining The Cabinet, Mr. Wellbourn was in private practice of law handling municipal and criminal cases.  He has served as the long-time chairman and member of the L.A. County Commission on Judicial Procedures and also serves on the boards of the Hospice Foundation of the South Bay and the policy board of the South Bay Juvenile Diversion Project.
 He was instrumental in the lobbying effort to create the statewide California State University and College system and also served as the the chairman of the President's Advisory Board of California State University at Los Angeles.
